Malaysia's Anti-Haze Coalition Turned a Complaint into a National Inquiry

CERAH is a civil-society anti-haze movement that built a coalition with groups including Greenpeace Malaysia and Sahabat Alam Malaysia after the haze law was scrapped in 2020. In December 2021 the coalition filed a complaint with the Human Rights Commission of Malaysia (SUHAKAM) arguing that haze violates the right to clean air, which led to a 2022 roundtable and the 2024 report Silent Enemy: Report on Haze Pollution and the Right to Clean Air. In an August 2026 statement backed by 28 organisations, CERAH noted that only one of the report's six recommendations has materialised and called for a constitutional right to a healthy environment and a Clean Air Act covering domestic and transboundary haze.
