CVTL runs a simplified Early Action Protocol for floods, backed by a CHF 150,365 allocation from the IFRC's anticipatory DREF and covering six villages across five municipalities (Manatuto, Viqueque, Manufahi, Covalima and Oecusse). In 2025 it mapped evacuation sites with communities, procured 200 plastic drums for safe food and seed storage, 300 mosquito nets and municipal first-aid kits, and trained 95 community members in suco-level preparedness. About 240 vulnerable households were provisionally selected to receive help the moment a forecast trigger is reached. In July 2025 CVTL and the Red Cross Red Crescent Climate Centre also surveyed 191 households in six villages on how well warnings reach people, and the society installed community early warning systems in Ermera villages in April 2025.
