A simplified Early Action Protocol approved on 5 February 2026 gives the Dominican Red Cross CHF 219,901 over two years to act ahead of heavy rain from tropical cyclones. It targets 2,000 people in Duarte, Barahona, Santo Domingo, the National District and La Altagracia, with about 2 days of lead time. Activation depends on INDOMET bulletins, and it is triggered when more than 100 mm of rain over two days is forecast between May and November. The funds are split into CHF 76,025 for readiness, CHF 61,268 for pre-positioning and CHF 82,608 for early actions such as cash and water kits. Hurricane Fiona affected 1,434,802 people in the country in 2022.
