Argentine Cartoneros Chained Themselves to a Ministry Gate to Save Their Trucks

FACCyR is a federation of recycling cooperatives of cartoneros, carreros and recyclers, built by the MTE and affiliated with the UTEP popular-economy union. It argues for a public recycling system co-managed by the state and cooperatives rather than private contractors. In August 2025 it filed an injunction and staged a chain-in and hunger strike against the city's cut of a transport service used by more than 3,500 recycling families, which the city's own May 2025 resolution had called essential. It also backed a congressional bill on packaging management with social inclusion, and in 2026 marched against plans to bring private firms into the city's recycling system.
