HEPCA was founded in 1992 by twelve members of Hurghada's diving community alarmed at damage to the Red Sea's reefs, and now employs more than 700 people across marine and coastal conservation work. Its mooring-buoy program — the largest of its kind in the world — has installed over 1,600 buoys along roughly 860 km of coastline so dive and tour boats no longer drop anchor on coral. HEPCA also runs solid-waste segregation and management plants along the Red Sea coast and estimates its work now protects about half of Egypt's Great Fringing Reef.
