In October 2025 the IFRC approved CHF 917,330 for the Honduran Red Cross's five-year Early Action Protocol for floods caused by tropical storms. It targets 10,000 people (2,000 households) in flood-prone basins such as the Ulúa, Chamelecón and Choluteca. Planned early actions are multipurpose cash for 500 households, 72-hour water and hygiene kits for 1,500 households, and radio and social-media warnings. The protocol builds on the first real activation, ahead of Tropical Storm Sara in November 2024, and is triggered by US National Hurricane Center and COPECO/CENAOS forecasts.
