Founded by environmentalist Ma Jun in June 2006, IPE built China's first public database of corporate environmental records and, in 2013, launched the Blue Map app so ordinary citizens could check real-time air and water pollution readings tied to named factories and brands. The app compiles government emissions data alongside water-quality readings from roughly 20,000 monitoring stations and had reached 3.8 million users by 2023. IPE's disclosure-driven pressure has pushed over 1,400 factories to clean up their pollution, and the organization's corporate environmental supervision database held more than 1.25 million records as of 2018.
