Malagasy Red Cross: Cyclone Early Action Protocol

Madagascar averages 1.5 cyclones a year, and cyclones cause about 85% of its annual disaster losses. The Malagasy Red Cross (CRM) built a cyclone Early Action Protocol with the German Red Cross, approved in September 2025 with CHF 890,787 and a target of 25,000 people across 18 cyclone-prone regions. It was activated on 9 February 2026 ahead of Tropical Cyclone Gezani in Fenerive Est and Toamasina: warnings on local radio and 600 door-to-door visits reached an estimated 80,000 to 100,000 people, 630 households received cash before landfall, and dignity kits went to women and girls in evacuation centres. Gezani made landfall on 11 February and affected over 250,000 people.
