Mozambique Red Cross: Cyclone Early Action Protocol

The Mozambique Red Cross Society (CVM) runs a cyclone Early Action Protocol that releases pre-agreed funds when government forecasts show winds above 119 km/h. In February 2026 it partially activated for Tropical Cyclone Gezani in Inhassoro District, Inhambane Province, targeting 10,000 of the most vulnerable people with early warnings, awareness-raising and materials to reinforce vulnerable houses and school buildings. When forecasts showed lower winds, CVM scaled back to low- and no-regret actions rather than spend on activities that were no longer needed. It was the second activation since the protocol's 2023 reapproval, after Cyclone Jude in 2025, funded from the IFRC's anticipatory pillar with German Red Cross technical support.
