People in Need, with UNICEF funding and technical guidance and local governments, has built the CHIP package (Cooking, Heating and Insulation Products) for Mongolian gers since 2019. It replaces coal-fired stoves and chimneys with energy-efficient electric heaters, adds air ventilation, and wraps the ger in windproof and waterproof insulation, which cuts both indoor smoke and the coal burned in winter. PIN's 2025 factsheet counts more than 2,300 beneficiary households in 14 locations, including two Ulaanbaatar districts, and reports that 86 households, covering 126 children aged 0-5, reported improved respiratory health after installation. Between 2019 and 2024 local governments budgeted 6.3 billion MNT to subsidise packages by 50-75% for vulnerable families.
