The Red Crescent Society of Kyrgyzstan holds an IFRC-backed Early Action Protocol for heatwaves (approved 2023, valid to 2028) with a pre-agreed CHF 499,151 anticipatory allocation. On 15 July 2025 official forecasts showed temperatures breaching its trigger thresholds on 20 to 24 July, so it activated the protocol with a four-day lead time in Osh, Jalal-Abad and Batken oblasts. The activation, with a budget of CHF 260,073, targeted about 15,000 people, including roughly 2,500 vulnerable families, with hygiene kits, food parcels, psychosocial support kits with toys and colouring books for children, and heat-risk awareness. The society also holds a cold-wave protocol and, with its Tajik counterpart, has explored anticipatory action for mudflows.
