About 93 percent of Tajikistan is mountainous, and cold waves freeze water sources, block roads and kill livestock. The Red Crescent Society of Tajikistan holds a five-year IFRC-backed Cold Wave Early Action Protocol (approved December 2022) with a revised budget of CHF 244,083 to help 1,233 households, about 6,565 people. By the end of 2025 it had procured and prepositioned in its central warehouse one set of window insulation, 20 square metres of floor insulation, an electric oil heater and a 3-litre thermos flask for each of the 1,233 households. In December 2025 it ran refresher first-aid training for branch staff and volunteers in Lakhsh district. The protocol had not yet been triggered as of the 2025 annual report.
