South Sudan has endured intense annual flooding since 2019, with an estimated 1.5 million people displaced by floods between 2020 and 2024. The South Sudan Red Cross approved a simplified Early Action Protocol on 23 October 2025 with a CHF 220,000 budget (CHF 79,630 readiness, CHF 64,113 prepositioning, CHF 76,257 early action) to protect 20,000 people. It prioritises counties along the White Nile basin and Sudd wetland in Jonglei, Unity, Upper Nile and other states, with a two-month lead time and a two-year window. Limited local forecast capacity is a stated challenge, so the protocol leans on regional forecasts from IGAD's climate centre.
