Thailand Clean Air Network formed around 2019 as PM2.5 smog from crop burning, traffic and industry became a public health crisis, publishing a white paper on air pollution and building the Clean Air Research Platform to gather independent data. In 2021 it submitted a citizen-drafted Clean Air Bill to parliament, one of seven versions the Cabinet approved in principle in 2024, and it formally registered as a non-profit association on 27 August 2024. On 21 October 2025, Thailand's House of Representatives passed the Clean Air Bill unanimously, 309 votes to zero, sending it to the Senate.
