Vietnamese informal collectors (ve chai) do most of the country's plastic collection but have no formal status or safety net. VietCycle's Plastic Reborn programme, launched in 2021 with Unilever Vietnam, organises them into a network operating in Hanoi, Ho Chi Minh City, Da Nang and Can Tho. Vietnam News reported in October 2025 that membership grew from an initial 1,200 to about 3,000, mostly women, and that members collected more than 40,000 tonnes of plastic over five years. Collectors receive protective clothing, gloves, bicycles, essential goods, hygiene products, social insurance and sorting and fire-safety training. VietCycle is a company working with the pickers, not a pickers' union.
